  • President

    President, Joan Flowers

    Joan was born in Philadelphia, Pa. At the age of 10, her family moved to a farm in Chester Springs, Pennsylvania where she learned to look after a plethora of animals and mow hay.

    She is a graduate of Drexel University's School of Interior Design. She worked on both Commercial and Residential design projects in Pennsylvania.

    After Joan moved to Florida she became a Divisional Merchandise Manager for Burdines of Florida, overseeing all aspects of the Home departments which included, Furniture, Interior Design, Floor Coverings and Lighting. After leaving the retail arena, she founded her Sales & Marketing firm which continues today after 30 plus years. 

    She is the proud wife of Bob, who is a musician and combat wounded Vietnam Veteran. They are the grandparents of two very active boys 7 and 9 years old.  Her interests are technology, reading, research and her two dogs, Oscar and Bella.

  • Vice President

    Vice President, Gary Morris

    Toni, Gary’s wife of nearly 48 years, and Gary have called DeBary Golf and Country Club home since 2012. We enjoy the Community and have great neighbors.

    Gary serves as Vice President of DPCA, Co-Chair Litigation Committee. He is also a member Architecture Review Committee, and Maintenance Committee.

    Gary served in the United States Marine Corp as a Sgt E-5, Aircraft Electrician, and Combat Air Crewman. Served in Vietnam and various other Bases around the globe.

    After the Marine Corp, he worked for National Airlines and then with Pan American World Airways when they merged for 23 years, as an Aircraft Electrician, Avionics Technician, and Telecommunications Manager.

    Later, he held various Management /  Senior Management positions in Information Technology with Conrail, MBNA, First Union Bank, and Wachovis Bank.

    Gary went to High School in Miami, Florida. Later, after the Marine Corps, earned an Associates Degree from Miami-Dade Community College, and a Bachelor and Master Degree from Barry University.  

  • Secretary

    Secretary, Jeanne San Fanandre

    Jeanne, born in Brooklyn NY and raised on Long Island, is winding up 40+ years as an architect & small business owner specializing in restoration & renovation of large scale institutions, i.e. universities and educational facilities, hospital complexes and government agencies.

    She brings a wealth of information & experience to the HOA serving as Chairperson for the Maintenance Committee and as a member of the Architectural Review Committee.

    She moved with her family to DeBary Florida in November 2019 and is loving it. In her spare time she likes to garden, travel, read, and spend time with her family and friends.

  • Treasurer

    Treasurer, Catherine Mannino

    Catherine lives in Hamptons Hills Estates and has been a resident since 2012. She currently serves the Treasurer and is the Chair of the Communication’s Committee. She was the Treasurer in 2013-2016 where she put in checks and balances in place and collected over $225,000 in outstanding debt.

    Catherine works for Deloitte Global (big-four), a global business consulting firm with 460,000 employees. Currently, she manages a 5-year, $60+ million website redevelopment effort across 77 countries. Previously, she led a 5-year $625 million cyber security worldwide development program.

    Her undergrad is in Criminal Justice and has an MBA. She was born in Buffalo and spent most of her adult life in Chicago. She is married to Anthony and moved to Florida in 2012.

    Director, Phil Jenkins

    Phil grew up in Hollywood, Florida and joined the Marine Corps after High School, allowing him to travel the world.

    Phil went to work for AT&T in Hollywood where as a manager he oversaw all switching systems in Central Florida, then moved to work at the supercenters in Brentwood, Tennessee.

    After 30 years, Phil retired from AT&T and lived in Port Orange. Phil received his real estate license, and secured his Community Association Manager license. While in Port Orange, he assisted in the turnover of the Sabal Creek sub-division from the developer to the homeowners, where he served as President for several years.

    In 2003, Phil moved to DeBary and was on turnover committee from the developer to the homeowners in 2005.  Phil served on the board for five years as Treasurer, oversaw the Security team, then took a break. Phil has a rounded experience when he returned to the Board. For the last twelve years, he served on the Architecture Committee as Chairman, Vice President, Secretary, Chairman of Violations, and liaison to the Grievance committee.

    Director, Catherine Ochab

    Cathy was born and educated in New York City. After her marriage she moved to northern New Jersey with her husband, Tom, and raised her three children. In 1997, she relocated to the Tampa area where she and her spouse continued to work. Cathy worked as a staff nurse at a hospital in the Emergency Department and became the Director of Emergency Services.

    After retirement in 2013, she located to DeBary to be closer to her kids and grandkids. She lives in the Hammock Oak area.

    She is currently a Director on the HOA Board concentrating on Grievance and Compliance.

    Director, Thomas Billings

    Tom credits much of his life’s choices to his father, who served the Air Force and our country for 26 years and received the Distinguished Flying Cross as a B-29 gunner in Guam during WWII. Tom traveled with his father to the Netherlands and visited many Old-World historic sites in Holland, Belgium, France, Switzerland, Italy, Austria, and Germany. 

    His experience led him to teaching Social Sciences in the Public Schools. He earned his Eagle Scout badge while in Montgomery, AL.  He served as a medical laboratory technician while in the Air Force for 6 years. Following his degrees in Psychology, Architectural Technology and Instructional Design, he worked as a technology instructor, teaching children as young as 3 and adults as old as 90 how to use computers. When the industry changed, he taught personal development and history for secondary education in Seminole County Public Schools and is now retired.

    Since his retirement he is focused on local and national politics and a member of two political clubs.  As a VFW Auxiliary member, he has supported the needs of veterans.  He remains connected to the education as a member of the Seminole County Retired Educators Association. In 2023, he started to serve on the Board.

    Director, John Peters

    John has lived in DeBary Plantation since 1997 on Bunker Court.  As a recently appointed and subsequently elected member of the Board, John brings over 46 years of engineering and local government experience at a time when the community is proactively working to resolve serious stormwater issues with the City of DeBary. 

    Born in Huntington, WV, John lived the first half of his life in Roanoke, VA. in Southwest Virginia except for the four-years he attended Virginia Tech to obtain his Bachelor of Science Degree in Civil Engineering.  While employed at Roanoke County and the City of Roanoke, John actively pursued opportunities to enrich his knowledge base in all aspects of engineering, project management, planning and legislative lobbying. 

    Having the itch to pursue new ventures both professionally and personally, John and his wife Lita moved to Florida in 1994.  As an avid scratch golfer, John seized on the opportunity to move to the DeBary Plantation community in 1997 to regularly play the premier DeBary Golf & Country Club.

    During his career, John has served as Engineer, City Engineer, Public Works & Utilities Director, and Acting City Manager for several municipalities in Virginia and Florida.  Privately, John loves to read, discuss politics, photograph many subject matters, and watch sports (unfortunately golf went away by virtue of a bad back).

    Director, Stephanie Carnago

    Living in the Lakeside area with her spouse, Stephanie serves on the Communications Committee for the Board of Directors. As the founder of Primary Learners Academy, she brings over 15 years of experience in education, specializing in personalized tutoring for kindergarten through 12th grade. Her mission is to make learning fun, engaging, and accessible for all students. Through a partnership with Step Up For Students, tutoring scholarships are available to families across Florida.

    A University of Central Florida graduate—Go Knights! Stephanie’s background includes performing in entertainment at Busch Gardens and serving as an Ambassador for the Tampa Bay Lightning. She was recognized by The Guide to Florida’s Best Tutoring Services in 2024 and named a 2025 Daytona Beach News-Journal 40 Under Forty Honoree, celebrating her innovation and leadership in education.

    Her commitment to students and families extends beyond the classroom. She previously served as Vice President of the Parent Teacher Association at Edith I. Starke Elementary and currently leads the City of DeBary’s cheerleading programs for 1st–7th graders and Little Poms ages 3–6. Since 2021, she has also been an active member of the Port Orange South Daytona Chamber of Commerce, where she supports community initiatives that connect education with local youth development.

  • The Board of Directors are elected representatives responsible for governing and managing the association on behalf of homeowners.

    The State of Florida mandates a formal election process to ensure fairness in HOA governance. Under Florida Statutes 720.306(9)(a), elections must be conducted annually. Our Board members serve a three-year term with three seats available each year.  There are nine Master Board members.

    • Oversee the operation and maintenance of the HOA property and common areas.

    • Create and enforce rules and regulations.

    • Approve budgets and ensure proper financial management.

    • Hire and manage association staff and contractors (e.g., property managers).

    • Address legal matters, including compliance with Florida Statutes 720 and association governing documents.

    • Act in the best interest of the association, exercising a fiduciary duty of care, loyalty, and good faith.
